Filesharing? No evidence required

It looks as if new legislation could mean that no proof will be required if an internet user is accused of file sharing.
While here the UK we have seen a wave of letters from law firms demanding payment for downloading or sharing illegal copyrighted material, in New Zealand they are taking a different approach.
As from the end of February, all it is going to take is an accusation that a person has been downloading or sharing copyrighted material and that it is that, they are off the internet.
Naturally there have been calls to stop this with online petitions etc, but surely nothing like could ever happen here in the UK and USA. Or could it?
If the move is successful, then maybe it could taken up on a wider scale.
