IPTV provision in India by telecos and cable operators

TRAI, the Telecom Regulatory Authority of India, has recommended that both telecom and cable companies be allowed to provide IPTV. Under the draft recommendations, TRAI has listed conditions under which operators would not require new licences to offer IPTV services.

TRAI has recommended that IPTV operators be allowed to transmit channels in the same unaltered form in which broadcasters do, by way of uplinking and downlinking. In such cases, the responsibility for ensuring that content is in accordance with existing laws, rules and regulations, lies with the broadcaster, and not the telecom licensee.

TRAI has also suggested an amendment in the uplinking/downlinking guidelines to enable broadcasters to provide signals to all distributors of TV channels, including cable operators, multi-system operators, DTH operators, and IPTV service providers.

It is also recommended that operators be allowed to transmit news channels that have been approved by the Information and Broadcasting Ministry.

For all content other than TV channels from broadcasters, IPTV operators should be responsible for observing program code and advertisement code as provided by regulations.
