Wingate

I think win 7 can do it natively, a linux based router, dd-wrt can do it.

It will only make a difference if you are downloading from multiple sources, torrents I guess, some newsgroup providers let you use 2 IPs.

If your downloading torrents then you can only get it at the seeders bandwith!

Although it works its a very poor approximation of a proper bonded pair because you end up with two distinct IP addresses. That means any comms initiated via one modem must be replied to on the same modem. This effectively makes it far less useful on the more normal protocols (ie web, ftp etc) but it can be useful on any protocol where multiple connections are made (newsgroups/torrents etc).

For normal modems running with 20Meg configs you probably couldn't get better than 35Mbit/sec under ideal circumstances (top whack capacity of the system is around 41Mbit/sec for Docsis1 but you have to subtract quite a bit for overhead). In non ideal circumstances the two modems may actually give you less than a single 20Meg modem.

Given a choice, i'd probably stick with a single 20Meg modem due to the difficulty of keeping 2 modems up and running !!!
