I don't know what type of building you live in but normally there is a chamber within a few yards of your soil pipe and then every 10 to 20 yards (depending on the layout)

Is there a big pipe next to your house that goes up to the roof level?

The pipe form your toilet, where does it go in the groud? does your neighbour's go in the ground in roughly the same place? They would normally be in a line and this will help you out in terms of locating the manhole.

Pictures may help us help you

1st off, don't put hoses, pressure washers etc into drains. You risk effluent traveling back into the water main. You can be fined minimum £1000 if you get caught doing so.

Usually the blockage is just behind the Pan if it's been caused by paper. If it's anything else it could be anywhere. Does your bath and basin drain OK ? If so that isolates the problem to the toilet rather than the drain.

the neighbours pipe runs the same way as ours does but there is another pipe that goes up to the roof on their wall.

the pipe that goes up to roof level is just a vent

if the blockage is in the pan you could try to shift it with a plunger, if you haven't got a plunger a mop with a plastic bag tied round it is a good alternative
