Ofcom has been investigating ISPs Tiscali and TalkTalk after receiving complaints from consumers being billed after they had left the providers. Having received over a thousand complaints in 2010, Ofcom looked into the issue and found that both ISPs have indeed breached telecoms regulations by continuing to bill customers for services which had been cancelled.
