Default shocking problem

when i was setting up my stb the other day i noticed that i was getting a small electrical shock from the cable feed constantly until it was fitted to the box (i assume its earthing through the box now) so a couple of questions. 1 whats causing this and how do i stop it because this cannot be right.2 could this be the reason the top right hand led (i think this is the standby light) stays on constantly its a pace 4010 btw.i believe this is recent thing as the light only started coming on a few weeks ago and now its on constantly.cheers
