Default infected laptop

Hi there, my nephew just rang me to say his laptop in not working properly, when he tries to connect to the internet het gets 'emergency connection' only and a message saying he can't connect to his browser as it says there is a infection stopping it. Sly is the providor and he has McAffee but cant get it to load to do a scan, any help would be appreciated.

Thanks in advance
