Default SV 7 Power Supply?

I have a starview 7 which i have always had a problem with.
I have a Wi-Fi bridge plugged in it and today it stopped working.
I Turned the unit on and off it was still not working, then i unplugged the adapter and restarted the box. When the box came back on the picture stayed on but was changing colour then the picture went off and there was only sound.

I have removed the top from the box and from looking at the power supply two of the caps have like a Yellow hard lump under or has come out of them.
Is this normal or a problem because when i picked some away from the other components on the board it has started working again.
The only problem now is there are some lines running up then screen but all else is working ok even the Wi-Fi adapter.
Does anyone think it is the power supply at fault or the power supply has damaged the tunner?

Thanks for advice

If the caps are leaking or bulging replace them.
