I've seen a few upside-down dishes, even fitted one many Years ago. That particular dish looks like a totally wrong elevation - unless it's for something none-standard like MMDS for example

I bet the LNB is full of water!

I have seen them upside down with a WiFi antener on the end of the arm.

That's why Im wondering if it's an upside down dish because someone wants to change the LNB with a can to find WiFi spots to get access to for free
