Can you please post details of your PC, but first check that all cables are connected from your graphics card to your monitor.
If you have a spare cable try that. Does your PC have a dedicated graphics card or is it part of your motherboard? |

If you have an old graphics card try fitting that to the motherboard and see if it works, you can also try your PC on a different monitor or connect your current monitor to another PC, or even laptop, to see if it's working.
What make/model PC do you have? |

Is the PC actually booting up? Check the lights.
Usually it's the PSU, Power Supply Unit, that goes, but first check all fans are working and clean any dirt/dust from inside the PC, be careful though. |

The error message sounds like an inbuilt monitor error message.
Try removing the side panel, from the PC, and inspecting the components, boot up the PC, while the panel is off, and see if the CPU fan is working. It sounds like you'll have to strip the PC, to its basics, and start from scratch, also remove the CPU, and re-seat it. It could take some time, and effort, to locate the problem, as you've already tried a new PSU, then you need to test the motherboard, and Processor, as it seems like it's not even booting up to the memory testing stage. |
