yeah, there will be fuses next to the connector but if its wrong voltage it might not have blown them.
what voltage was applied and what should it have been? tbh, if 19v has been applied to a 12v board it wont be good. if its 14.5 or so, it shouldnt have done much. how long was it applied too?

cant see 1v doing much. the voltage regulators usually work over a range i think.
it does have the same polarity doesnt it? i mean the centre is still +'ve and the outer still -'ve ?

It may just be that the battery has died coincidentally. How long has he had it? Some devices will only work if a chargeable battery is present.

Have you checked the output from the correct power supply? Maybe that's at fault. I very much doubt that 1v too much would cause a problem. Have you checked the internal fuses? It may be that the battery has to be viable and in place for the machine to work.

Try the following to discharge and reset your laptop first.
Please remove all removable parts like DVD, exteral USB device(if any), remove battery and unplug the AC adapter, then press the power button over 15 seconds do not let go. Then, connect the AC adapter only and power on the laptop again. Hope this helps! Bill Tech Manager
