I dont think they do, the term upscaling is abit naughty really, they upscale in the same way ps3's and xbox's upscale.... they stretch the image so you don't have black lines at the top and bottom of your screen!
Not sure if thats totally correct but i know that is how 720 is upscaled to 1080 etc |

Well, they do upscale the scart source image, but does it improve it any? I'd say not. I dont believe the image quality can be any further improved upon anymore than a 1080 TV panel itself would upscale the analog scart input signal.
These Scart to HDMI convertors are a solution to connect a Scart source to a TV Panel that say doesnt have a scart input. To buy one just to improve upon a scart signal would be wrong and a waste of money.. Thats my opinion.
