when chipping an ntl box is all i need to do is jtag the box for the bk and ird then program a card using the bk and ird with the correct flash files and the box should b up and running?

Basically Yes, but not all Boxes JTag, some need LED SIMM, Depends on your Box.

i use a knife to cut through the track his name is stan

or you can lift the chip, which is harder than cutting talk back.
