Info/help needed southern Europe.

Ok Guys need some info if possible. I am going out to Costa Blanca to visit my Brother who now lives there, he is having big problems with receiving uk tv, all that appears to be available is "Rebroadcast offers" from pretty dodgy companies, i know we all have to make a buck, but his channels come and go, no answer on their company numbers, that sort of thing, basically he was/is paying 20Euro a month for free channels.
Anyway i have said he would be better off getting a Receiver, along with a 1.4 meter Dish and pointing it at Astra, no more monthly subscriptions to a re broadcaster, no more middle men, just him his receiver and a Satellite, am i right with my assumptions on this, if so what is the cheapest way to go IE receiver, and would there be any problem taking receiver to Spain from UK, they are so expensive in Spain.
So guys what is the smallest/least expensive satellite receiver that i could take out to Spain with me in luggage, as said out there they are so expensive.
