I cant see any need for such a thing now as all devices will either require talkback to function (vm boxes/modems etc) or dont have any talkback facilities (anything non VM).
If your really determined to have such a thing then look for a high-pass filter that passes everything over around 75Mhz. Be aware this filter will lower your signal level !!! |

If its a real neighbour (ie, next door or more properly, on the same VM cabinet) then blocking talkback will be pointless. Unless VM investigate extremely closely they couldn't tell !
If the neigbour is actually more distant and on different cabinet then things change. This is easily detected by VM using talkback info so, in that case, a filter might actually be a good idea. Note, without talkback you lose access to all interactive facilities like catchup/IPlayer etc. |
