HDV stands for High def video
High def include 2 well known compression standards :
- HD-Mpeg2 ( not too much compressed) : usual output to a dv tape or internal hard drive
- The new AVCHD format is also high def but is much more compressed : usual output flash type mémory card or hard drives

HD-mpeg is the most common and dv tape are cheap and this format is rather easy to deal with for editing (most editing softwares now can deal with it)
-AVCHD is new, and is much more difficult to edit (some softwares are making patches to do it) and needs a more powerfull PC to work with

Its already not so easy with mpeg2-hd.
avchd is in its first year of implementation in camcorders and needs some time to mature.

Yes i think that it is more preferrable to choose a full hd dv camera than one with hard disk cause the video quality gets worse due to limitations in the data rate that there is in hard disk cams.
