How long does the HV20 record at the highest quality?

It will be in the specifications. Since HDV records at the same data rate as DV, a 60 minute tape will give you an hour. There are longer length tapes, but they are usually not recommended.

well on the site is said SP: 80 minutes, but im not sure if their were other Higher Quality formats like XP.

Site is refers to using 80 minute tapes. They will work, but are thinner than 60 minute tapes and are thus not as robust. I prefer to go for the better quality of 60 minute tapes.

are there certain kinds of tapes specifically for HD? or just has to be MiniDV?

Any DV tape of the correct physical size will work. Tapes for HDV are supposed to be higher in quality with fewer dropouts. This remains to be proven.

I got Sony simple dv tapes since one year and did not expirience any dropouts. I read many saying that dv are as good. But also heard that high def tapes have better signal/noise rate . Anyway I am satisfied with normal dv tapes

Are there any things that I need (Hardware, Software) to put the HD video onto my computer for editing.

A recent laptop computer with with Firewire connection: (i.link/1394 cables) to put in the video and (if possible) a hdmi connection for output to display (ex hd ready flat panel plasma with hdmi connection) hdmi goes usualy with good videocard ( ex nvidia 7600)
A cables (i.link/1394 cables) for Camcorders (4-pin 4pin for laptop computer) to transfert to computer
An hdmi cable to connect to TV
Two big external usb hard drives to stock long high def videos ,( since a dvd can only contain around 20 minutes high def data) ; You can also shose to split 60 minutes into 3 times 20 minutes (less expensive solution)
You also need an easy software ( like Ulead VideoStudio11 or Pinacle Studio11 and more other )
