Satellite Use: Multipurpose communications satellite serving Arab countries and neighboring regions. A hybrid Ku- and C-band payload will carry direct-to-home, interactive TV and internet broadband services, with additional capacity to accommodate anticipated demand for high-definition TV.

Mission Profile: The Proton launch vehicle will inject the satellite into geosynchronous transfer orbit, using a four-burn Breeze M mission design. The first three stages of the Proton will use a standard ascent trajectory to place the Breeze M fourth stage, with the satellite, into a suborbital trajectory, from which the Breeze M will place itself and the spacecraft into a circular parking orbit of 173 km (107.5 miles), inclined at 51.5 degrees. Then the satellite will be propelled to its transfer orbit by additional burns of the Breeze M. Following separation from the Breeze M, the spacecraft will perform a series of liquid apogee engine burns to raise perigee, lower inclination and circularize the orbit at the geostationary altitude of 35,786 km (22,236 miles).

Which is exactly what I will be doing as I cant get any of the satellites carrying the coverage here at Galashiels Earth Station (NSS-7 is right behind a tree.....)

ILS Declares Proton Launch Anomaly
BAIKONUR COSMODROME, Kazakhstan, March 1, 2006 - Khrunichev and International Launch Services regret to announce the failure of the Proton launch vehicle to put the ARABSAT 4A satellite into proper orbit for EADS Astrium and ARABSAT.

The Proton Breeze M rocket lifted off from the Baikonur Cosmodrome at 2:10 a.m. today local time (3:10 p.m. Tuesday EST, 20:10 Tuesday GMT). Preliminary flight information indicates that the Breeze M upper stage shut down early during its planned burn sequence. As a contingency, the satellite was separated. We cannot comment on the disposition of the spacecraft at this time.

A Russian State Commission is being formed to determine the reasons for the anomaly. In parallel with the State Commission, ILS will form its own Failure Review Oversight Board to review reasons for the anomaly and define a corrective action plan. ILS will release additional information when it becomes available.

ILS remains committed to providing reliable, timely launch services for all its customers. To this end, ILS will work diligently with its partner Khrunichev to return Proton to flight as soon as possible.

Doesn't that read ambiguously? I wonder whether the satellite is lost, or just in a very low/incorrect orbit? Guess time will tell. Doesn't sound too good either way.
