Yes, that's the noise figure. It should be as low as possible, but 0.6dB or lower is good.
I'm not an expert, but apparently it's impossible to actually achieve a 0.2dB noise figure outside of the laboratory, and many LNB manufacturers are notoriously optimistic when it comes to quoting noise figures. There is actually really nothing to choose between a 0.3dB and a 0.6dB LNB in terms of noise.

If you are going to be viewing straong signals, then any old universal lnb with a noise value of 0.8dB is going to be fine. You only really need the low noise stuff if you are looking to wring every morsel of a signal out of a dash - if you were an expat desperate for Astra 2D in Spain for instance
