It's probably encoded in Nagravision 2.

You can see the full Polsat package listed here (I don't know how many of these your basic subscription covers).

its covers all of them for the first month, after that i think there are about 14 subscribed to but dont know what they are off hand

The Echostar DSB-717 looks like its typically supplied with the Polsat package. If you put Echostar DSB-717 into google theres plenty of pages come up in Polish. If you put the Polish equivalent of "Echostar DSB-717 locked" into google you may foind something useful
