Default BBC HD channel to undergo public value test

The BBC is to assess the value and market impact of a permanent high definition television service.

At a meeting yesterday, the BBC Trust agreed to a Public Value Test (PVT), which will begin on Monday May 21. The BBC will also extend its own HD trial, which was to end in June, until the end of the PVT process.

The PVT process, outlined when the Trust was set up, is reserved for the most important decisions about new or significantly changed public services.

As part of the test, the Trust will conduct a Public Value Assessment. In agreement with Ofcom, a Market Impact Assessment will be also be carried out, with a 28-day consultation period for both beginning next month.

Once both have been completed the Trust will consider both assessments and make provisional conclusions, which will be published for consultation before reaching its final decision by November 21.
