Ever since phoneday in 1995 UK numbering has been a little more logical. 01 and 02 numbers are geographic (landlines), 05 is some special numbering, 07 is personal and mobile, 08 is special service ranging from 080 being free to 087 being 10p/min, and 09 is premium.
Now, OFCOM has finally announced an extension of the 01 and 02 numbering with 03 numbering for UK wide numbers at the same cost as geographic (01 and 02) numbers. See 1.18 of the statement from OFCOM on 03 numbers for confirmation of 03 charging rules.

Ofcom, the UK Telecommunications regulator will introduce new UK-wide 03 numbers from early 2007. Calls to 03 numbers will cost the same as calls to geographic numbers, and be included as part of any inclusive call minutes or discount schemes for geographic calls. This will apply to calls from any line. No revenue sharing will be permitted on calls to 03 numbers. The 03 code could be used by organisations with branches across the UK instead of 08 prefixed numbers. More on the new 03 number range Ofcom have now announced criteria and timescale for the 03 number range, where all calls are charged at same rates as calls to 01 or 02 numbers. These numbers should be available from early 2007 so new businesses or businesses setting up an additional number, should be aware of this new option. * 0300 numbers for the public sector (including organisations with a .gov.uk or .nhs.uk website) and not-for profit organisations such as registered charities * 0303 numbers for anyone * 0345 numbers available to people who currently have 0845 numbers (so any organisation with 0845 123 4567 would have the option of changing to 0345 123 4567) * 0344 numbers available to people who currently have 0844 numbers (so any organisation with 0844 123 4567 would have the option of changing to 0344 123 4567) * 0370 numbers available to people who currently have 0870 numbers (so any organisation with 0870 123 4567 would have the option of changing to 0370 123 4567) * 0371 numbers available to people who currently have 0871 numbers (so any organisation with 0871 123 4567 would have the option of changing to 0371 123 4567) One of Ofcoms better moves. Down with 0870!!!

Are these numbers available now, or does 'early 2007' mean something different to Ofcom?

They are sorta avaliable, although very few companies have actually adopted them.
My favorite, albeit slightly pricey ISP have tried to start doing them: aaisp.net Send an e-mail, you'll probably get a reply within minutes. They really are THAT good. Latest on their site is : 22nd June 2007: BT are not yet routing 033 numbers - looks like they have messed up some how and it could be another 3 weeks. aaisp.net/aa/voip/03.html
