I'm moving to Brazil in August 07 and would like to know if anybody can tell me if it is possible to receive UK and European live soccer matches in Salvador, Brasil?

Salvador is at
Latitude: 12° 58' South
Longitude: 38° 29' West

Not via Sky Spotrs UK no. There *may* be distribution deals on Brazilian sports channels but you would have to find out locally.

There is a German guy Schumacher who lives in Brazil that receives out of footprint analog broadcasts from Astra at 19.2 East with his 7 meter dish i beleive

Yes but thats analogue, and Ive never heard of any reports of him getting digital signals...

At least you can get Eurosport in analog at 19.2E with a 7 meter antenna.
