I should imagine RTL is the most popular, as they used to show all the American series, but there are so may of them like Sat 1, Pro 7 etc, and a lot more cultural channels.
I suggest you find out what type of programming is required and check out the German web sites, for programme guides, to check out which offers the closest to fit his requirements.

TV5 Monde Europe is a reasonable French FTA channel on 19.2E - 11597 V too.

German channels are plentiful:

Das Erste/ARTE/BR Alpha on 11836 H
ZDF on 11954 H
Pro Sieben Sat.1 12051 V
ARD/RBB on 12110 H
Several decent channels on 12226 H including Eurosport Deutschland
DSF 12480 V (though very soft porn later in the evening)

... to name a few

Getting a better brief would be good, but if you can't - just pick!

'Ugh' is the same the world over I guess, although I've noticed that on Taquila X they only ever say 'Si!'

Do remember that France 24 is a news channel rather than a general entertainment channel.
As BGonaSTICK has already mentioned, TV5 Monde Europe is a general entertainment channel.
