It seems as though its installed ok. Have you got the correct files in the progdvb or Altdvb folder? In progdvb/modules/ folder there should be a file called skystar2.device. In altdvb/devices there should be a file called Dev_SkyStar2.int

I fixed the problem, just downloaded the newer version of DVB viewer, but since nothing can go O.K., the picture looks like if it would be in slow motion. The movements are a bit slow.
My hardware: 1.25 GB ram AMD 1800+,1.50 GHz and it is still slow. I downloaded AltDVB, when i open it has to show the pc card that I have, but it is empty. What is MPEG-2 Decoder, what will happen if i don't install it? |

Don't know about DVB Viewer because I don't like it and don't have it installed, but you should try installing the Elecard decoders and/or try playing about with any filter/graph options you can find in the menus.

Since most of the skystar users are using progdvb, i tried it too. I cant say nothing about the slow motion problem, because I have another at here. If an object suddenly moves, many horizontal lines show up.

No, it won't cause instability, but everything else will sit in the queue for it's CPU timeslice.
I've used this tip in the past to great effect on slightly slower systems. The minimum specs you've posted are correct, but hopelessly inadequate. Let's face it, Windows XP struggles to run on 256 MB of memory. I think your processor will be OK, but it doesn't have a lot in hand. A good graphics card will also be required for rock-solid video. You might find that things start to fall apart if you get round to running vPlug/s2emu etc, as that all adds extra load to the system. Other things you can do to improve performance whilst using the SS2 are to turn-off/disable any memory resident programs such as anti-virus programs, defragment your hard disk regularly if you record much stuff or use the hard disk for buffering of streamed video, make sure your graphics card is working as hard as it can by ensuring all hardware acceleration options are on and also by keeping all your drivers are up to date. The Skystar tends to become CPU-bound before it runs short on memory, but chucking extra RAM at it certainly won't hurt. You do have a CPU upgrade patch, though if memory serves your motherboard might limit you if it doesn't support Barton-cored processors. Fast-moving objects give a visual effect which looks like an interlaced picture on my XP2500 system too. Don't know if this is a hardware limitation, but most users report a similar effect.

Then I will buy a new graphic card, since the current one is an old one (Ati Radeon 9600 SE, 128 mb). I don't really use my computer for gaming, so I never needed better video card. I want to stay at Ati cards. Will a 9600 pro (256 mb) improve performance?

Possibly, yes.
It's a case of identifying the weakest link and addressing that, but there are limits to the card itself so it's never going to look stunning on a computer monitor unless you go to HD. If you can find any DVB-S mpeg-2 High Definition broadcasts out there (check http://en.kingofsat.net/hdtv.php), you should be very impressed with the results though I think your hardware might not be quite up to that either.
