Your getting files mixed up rhv1 is exteep drag and drop into swapbinhex to create hex file, that goes into external eprom, chaos v3 goes into flash.
Net id v2 is for setting net id.

As Reddiesel has mentioned above, you are getting mixed up the programs. You dont need Net _Id.

Follow this tutorial by Charlie Senator which is in the Funcard Thread marked "Sticky"

Are you giving it time to update ? with the keys in it will work straight away, without keys it can take a while.
as you said with keys in it stops it auto updating.

Try just just leaving card in for a couple of hours.

That tut is out of date you dont need an inteep anymore.
save chaos v3 for your area call it what you like so you can find it easy, to documents or desktop.
save swapbinhex to your desktop.
Open rhv1 put in details ird and bk,ird goes backwards 3e or 12 last, change cam id ACEB00B5 to something else, just make it up. click on button for area, save to desktop. You will now have bin file on desktop, click on bin file with your mouse and drag it over swapbinhex and let go, a hex file will pop up nearbye thats your exteep, drag the bin file into trashbin so you dont get them mixed up.
open up programmer put card in make sure its set for fun 4 or prussian 2.
Click on erase to clean card.
Click on external eeprom, put your exteep hex from desktop in.
Click on flash put chaos v3 in.
Now write card.
Put in box give it a while to update.
