Default I'm having a problem connecting my pc to my tv

I really don't know what could be the problem, because I've done this a few years ago and then it worked perfectly, now I get nothing.
My graphic card is Ati Radeon 9600SE. This is the same card I have used years ago for connecting it to my tv. I was able to watch my PC's monitor and TV at the same time. I can make a connection using RCA cables, it was bought from a store, brand new and it's 5 meter long. The other cable I used before, was about 3m. The RCA cable is not faulty, because I've tested it with my camera and receiver. When I tried to make the connection again last summer, I noticed the picture quality is zero, so I bought this new cable I mentioned previously. But till nothing.
Although my computer detects the TV and installs the drivers, I get nothing. I have even downloaded the latest drivers for my monitor (17" Samsung-SyncMaster 793DF). Well I get something on the Tv screen. The background is black and I can see windows jumping up and down on the screen. Sometimes it stops doing it but the picture is very distorted and colors wont show up, well once in a while I can see colors, but very little of them and are awful. Most of the times I cant see anything, just white lines moving up&down the screen.
If anyone has any ideas, please help me, because I'm trying this for 6 months and no luck. Almost nothing changed in my PC's hardware since a few years ago, when I first connected the TV and PC together. I had only 256 mb ram memory, now I have 1gb, bought a satellite tv tuner card and a firewire card. But I've tried removing the cards, hoping something will change, but no.

Thanks.

Have you tried updating the driver for the video card?

I had a similar problem with my laptop and Tosh screen. Cured it by changing the refresh rate on the lappy..

I think you need to set the PC output so that it is compatible with a TV display. I think it is PAL instead of RGB.

I tried setting it to every refresh rate as possible, bit I wasn't adjusting the refresh rate a few years ago when it worked.

Tried that too. Pal G and Pal H produced something on the screen.

I didn't mention that yesterday I was able to set my monitor to the lowest resolution as possible (done it with ati catalyst)-640x480 and I got a much better picture quality. It was only black and white and it only stopped jumping up&down when I've opened a program or clicked the "Start" button.
