A seeder is the person, who uploads a file(s),and always its downloading.
A leecher is the person, who downloads a file, without uploading any files,or refusing to share the downloading file(s).

In the normal context a leecher is someone who just takes and doesn't upload but on sites like isohunt and piratebay its different and sat-world has misunderstood the question...

On torrent sites a seed is someone with a whole copy of the file who is uploading it, a leecher (or better described as a peer) is someone who is downloading the file and also uploading the parts of the file that he already has.
