Default Signal Strength

I have dual output LNB. One outlet thru the wall to the PC using SkyStar2 and ProgDVB, and the other outlet round the house to the TV downstairs and TM1500 box.
Its an Either/Or setup as I can't be in two places at once.

When I'm on the PC the TV is switched off and the TM1500 is switched off so I'm sure the SS2 upstairs is receiving a full strength signal.

But when I'm on the TV using the TM1500 I feel the signal strength is down.
Although the PC is off, as there is no off switch to the SS2 could it be that some signal is still going thru the SS2 and possibly reducing the available signal strength downstairs?
