The moving to satellite bar will stay on screen until it finds a signal on the first transponder listed on the sat youre moving to, if it cant find a signal the moving green bar will fill up twice.
It doesnt mean the dish is moving all that time.

As for the rest of your problem im unsure. New to this myself, I set up using DiSEqc 1.2, lot of room for on screen adjustments.

If your longitude is actually 1.8W and he has put in 1.4W, yes your dish will be very slightly out, but only by 0.4 degrees. If you change it to 1.8W you don't have to re-adjust the dish, but the alignment might be a little better if you did, but it is very difficult to move the dish manually by just 0.4 degrees.
