you would depending on firmware on 4100 series you go to hack tab or sigma you change config name to cm-10240-769 and then power cycle modem and you should have a 24/7 10mbit i think the reason for this is that the normal 10mbit configs would be either 10240-768 or 10240-384
maybee the throttling is not applyed to this 769 config also it may depend on if the isp has enabled that config in your area but it sure works here for me :P

Use the new config cmbus-pkg3-nat-any.cm which doesn't use traffic management

It does traffic manage because i get bumped every night with that config!!! Not till after 10 at night though just cannot figure out how they are registering it yet
