Sounds like its knackered then mate,barring other components being ok ie cable/serial connection and settings then the fault must lay in the box,
You could try jtagging it if there are points on the board if not you will have to lift the chip and reprogram it that way,something has corrupted it somehwere along the line.

Am I correct in thinking for Starview 1 you Flash the bin file using GT Rom 4.00e or even ver4.03 and that GT Rom Ver6 is only for Starview 2
