The eeprom's do not have an infinate number of write cycles, the manufactures will guarantee them for a number of times, say 10000 writes. When the card recieves and processes a new keychange it stores part of the keyroll hash, you have to bear in mind this keyroll is on stream every few minutes. If your card rewrote this every few minutes it would very quickly use up your eeproms 'life'. So the lastest keyroll is only processed once, when it comes again the card checks the stored hash and says Ive already processed this one so ignore it. If you manually change the keys but the current hash is not changed then it will not let the keyroll process because it already thinks its done it. On funs I think the hash is stored at an address on the INTEEP, I dont want to get to technical on it but it gives you an idea of what is happening.
