Erm have you tried booting into safe mode and then log on as an admin account and then delete the passwords on other accounts via the control panel?
I did it that way when I bought a pc from a local college. See if it works?

If you have acceess to the way mentioned by hiroki I would try that if not another way would be to use a linux cd to reformat the drive then put windows onto the laptop.
Its more that likely asking for the main password that was imputed on the install of Xp |

Press F8 when the computer boots up (just after the Dell splash screen) and it brings up a black menu with the option to boot into safe mode. If that doesn't work then try Hiren Boot Disc as it has a few password resetters/removers which should work. If all else fails then just reformat and instal Windows XP again.... |

Hi open the pc up remove the cmos battery leave out for a few minutes then replace you should find it will boot up without asking for password you will have to go back into the bios at some time to setup the defaults but it will run fine.
