i have a sky digital box and a free sat viewing card (i dont pay sub)

if i buy a dual lnb and a sky plus box off of ebay , will i be able to use sky plus with out a suscription?

No mate you won't

The PVR part of the Sky box won't work without a Sky+ Subscription

If you want to be able to have PVR facilities you would be better off buying either a Technomate TM9100 or a Dreambox DM600

The other alternative is to look at a Freeview PVR which can be had for as little as £60
