Default Speed drop

Hi All

Any ideas why i use a mac from another area, force the config and it works for a little while, then it seems to drop speed down to 4meg then down to half.

Does virg monitor download amount, i am downloading about 4gig at a time via giganews news server, one i pay for. I always notice the drop as giganews drops to about 4meg, then i struggle to reconnect to giganews if i stop the download.
