What receiver do you have?

Those transponders you mention are analague Tps.

Here are the transponders for premiere.

http://www.lyngsat.com/packages/premiere.html

Try scanning 11597 V 22000, if your receiver is digital, you should get BBC News.

What is your dish setup, motorised of fixed?

Correct, you are not pointing at 19.2E, you are pointing at 28E, BBC1 London is on 10773H.

Yes, I know the transponder and satellite for every channel.

They are on Sirius 4 (4.8E) on 11843H 27500 3/4.

I can on mine, but not all receivers are the same. Some have to be done via a PC channel editor. You will have to have a good read of the manual.
