Is the signal that high when the problem is occurring though?

I was getting very similar problems during a heavy rain shower last night on Virgin 1 (leaves in the signal path in my case)

Yes - leaves will attenuate the signal - more so if they are wet. You can get the same effect by draping a wet tea towel over the lnb, and folding it a layer at a time to gradually weaken the signal.
