Trying to find any relevant information,on the Scottish Parliament's website,is a nightmare.
IIRR,the proposed maximum sized dish for a residential property in Scotland was 1.2M,before planning permission is required.
Whether that legislation was approved,I don't know.

It was April 2004 so probably not ...

google ...'satellite dish planning scotland'

Makes sense to give Scotland a bigger spec being further away from most footpronts except the odd Nordic beam.

The Google search shows the 2004 consultation document.
No formal publication,to say whether it was approved and legislated,appears in any search.

However this is from the current West Lothian Council website:

Do I need planning permission to erect a satellite dish?

If the dish does not exceed 90 cm in diameter you do not need planning permission. If the dish does not rise above the ridge of the roof, you do not need planning permission. If there are no other satellite dishes on the building (apartment blocks are allowed two dishes before planning is required), you do not need to get planning permission to erect a satellite dish. If your proposed dish does not fall into these categories, you will need to apply for planning permission to erect a satellite dish.
Which suggests the consultation,remained a consultation,and still hasn't been approved or implemented.
