Did you uncompress the file first?
Download and install winrar, you can find it using google.
You might also want to download the latest diablo keys.bin file, which you can find on alsat, and place this on your desktop.
Open the file and extract underworld116.dup to your computer desktop, makes it easier to find.
Insert your Diablo Cam in the Cas 3 and start up the CIS 8.4 software.
Click on the Cam Module tab, and on the 2 Diablo icons.
Click on the Cam Disk Functions tab and format your cam, usually a good idea when loading a new file.
Once format is complete click on Upgrade Cam tab.
Click on the little icon, with 3 dots, at the end of the File Name Address bar, navigate to your desktop, underworld116.dup, and open.
Now the green light should be on the Start Update icon, click this and wait for it to finish.
Once it is finished click on the Cam File System and Connect.
In the bottom left hand pane look for the new keys.bin file, highlight it and click the green arrow pointing right.
Click yes to overwrite.
Once complete disconnect and exit.
You should now be back at the Cas software, click on the Utilities tab and Common Interface Host.
Enter underworld 116 and the configuration folder.
Change the settings so that:
Emulators ON
N2 AU ON
Emulators priority 1 Emu 2 Cards
Fixed CW ON
Now exit the Cas software and insert the cam into your receiver.
If this doesn't solve your problem, or you have any other questions, please post back.

You have used winrar to unpack the file and attempting to load underworld116.dup? If so then it is not an invalid file.
I have just uploaded an uncompressed underworld116.dup in the Diablo folder, download this and try updating your Cam.
I'll check back in the morning to see if it worked.
Good luck.

Did you manage to format the cam?
Try loading Stealth 253, or an older file, just to check it.
When you click on the icon at the end of the File Name address bar, and open the file does the traffic light turn green on the Start Update icon, or is this where you get the error message?
Can you please take some screen grabs of the process and error message, press the prtscn button on your keyboard and then paste the images in paint, save them as a jpegs and upload them so that I can see what is happening.

Stealth files will open Premiere 19E, Polsat 13E and Digi TV 1W but not Canal Digital or DigitAlb which requires a Diablo 2.3 cam and the latest underworld file.
There is now a new underworld 117 file you can try.
