Default Pc not booting up

When I boot my pc it hangs on the Acer start up screen, wont even let me press f12 or del to get into bios etc

Thought it was the hard drive, so I replaced it, but it just beebs and nothing else.

Any ideas what it could be? Motherboard or procesor?

It can't be the hard drive as it hasn't reached the BIOS stage yet.
How many beeps are there? Each set of beeps indicates the problem.
If you make a note of the beeps and check your motherboard manual, you should get an answer to the problem.
As you are getting the initial boot up screen, the acer logo, it can't be the graphics card.
How old is the computer?
If it is out of warantee, I would take it completely apart, re-seat the processor, checking for any dust or dirt that might be causing a bad connection.
Connect the heatsink and fan, using some thermal paste.
Re-seat the memory, if there are 2 sticks, try just one, and re-seat the graphics card.
At this point do not connect the hard drive or DVD writer.
Star up your computer and see if it gets to the boot up stage, at which point it should stop as there is no hard drive and operating system.

It was built by my mate, so I will take it back to him to see if he can sort it.

Regading the beeps, they just beep continuosly, they dont stop.

It's the pattern of beeps that provide the information, I'm sure your friend will be able to spot the problem.
