Do you know what firmware is on the modem or even if the modem has had its firmware `updated`?

Okay i'm assuming you have the modem connected to the computer via ethernet and its powered on.
Click on the corosponding network connection for the modem and have a look at the IP address. It should start 192.x.x.x which means the computer has correctly found and assigned an IP to it. Check you're using an ethernet and not a crossover cable, as sometimes this can cause issue. Its not telling you incorrect user or password, so its definatly not connecting to your modem. If you updated the firmware on the modem yourself, make sure the network connection has been put back to DYNAMIC IP.

Sounds like to me that the Telnet option may have been turned off.
If this is the case, you will either need a JTAG or MAX232 hardware to connect to the modem. Did you update the firmware yourself? If so, just plug it back in via serial connection and check to make sure the firmware has actually written to the modem. If you got the modem already updated, it may not have been done correctly. Try another cable, try another network port. Reboot your computer. Reboot the modem. Try another version of 250 configurator. Try using Hyperterminal to telent to the modem. Try connecting to the modem on another computer.

could be the person who he bought it from was the one who flashed it and the username and password have to be correct.
thats if it was flashed by someone else who put their own username and password.
