Can a paid user mod their modem and get 20 mb without the law coming round to bum them? Or will they be tumbled immediatly?

yes and no.. depends on your modem..

if your paying.. i wouldn't mess with the hardware they gave you. they "will" know your subscribed mac and if you cause them to check it, they will catch you if you are not getting what you should.
