If you have a look at the stuck in tune guide it shows you a few places to check for voltage if you have a test meter, if you have low voltage at any points its worth changing the power supply caps, if voltage ok change the caps round the tuners, i would have thought its more likely psu fault stuck on pace, tuner ones it usually sticks on tune but could still be the fault, i have fixed a few like this, use high temp 105 deg caps similar or slightly higher impedance or voltage ones will do, its written on cap, maplins do them.
