Not necessarily. When I did mine both batteries were reading around 3.5 volts. Turns out it's more likely to be blown capacitors. The following need to be replaced, C1, 16 V 10µF, C2, 10 V 220µF, C4, 25 V 330µF, on the circuit board. Did mine over a month ago and it's been perfect since. I got capacitors from Maplins with the same microfarad values but higher voltage. These worked fine. Once the voltage is not lower it's not a problem. Oh and make sure to note the polarity. Also make sure to pull the red fuse (see top of pic) before any work. Thanks to TTS for pic.
