I read some where that a percentage of high usage users which were monitored in the past have been capped during peak hours, One of which was myself. Are there any solutions to having this reversed or am I just wishfully thinking.

Or even easier make your modem download a different config file and then change it back to the 20mb config and cap will be gone. Even changing it to unreg.cm and then back works!
