Default Sky+ tuner query

For those,in the know,would be grateful for a reply.
Trying to determine whether a tuner(tuner 2 is faulty or not),of a Sky+ digibox.
Should a Sky+ digibox,show signal strength/quality for Tuner 2,when both tuners are connected,and a signal test is carried out,regardless of whether it has a viewing card inserted or not.
Or if you only connect the cable to tuner 2 input only,should you get a signal quality/strength reading for tuner 2 and be able to view the fta channels?
The Sky+ digibox is showing no signal strength/quality for tuner 2 and no channels can be viewed,onscreen message is No satellite signal is being received
Tuner 1 shows signal quality/strength and fta channels can be viewed.

Should be able to view channels with one cable connected.

No,its a used Pace 3100(PVR version 2),which I bought as a gift.
However upon connecting it,found the above problem,leading me to suspect the second tuner was faulty,as numerous signal tests showed no signal strength/quality for the second tuner,and hence no viewable channels.
However I was being told(by the seller) that the reason there was no signal strength/quality for the second tuner was due to the fact that the Sky+ digibox needed its recording functions to be switched on,and required a viewing card pairing to,the Sky+ digibox.
None of which really rang true,despite not being familiar with a Sky+ digibox.
