Default Starview dead and wont connect to jtag

Hi all just got a dead starview clone of a mate he said its dead and hes not sure how.. When i opened it someone has already soldered a pin header to it..

I made the jtag kit from here JTAG | and followed the instruction on how to do it with skymax 2.2 with no joy it just fails and says dcu error etc.. So i then tried jkeys and got errors on that to ive checked and multimetered my jtag it seems perfect..

I also checked if there was a problem with the pwer board but i checked voltage from the connectors from psu to board and all read correct i.e 3.3v 12v etc.. But the box still displays nothing no led activity at all and no jtag connection..

Any help please!!!!
