The first thing I would check are the network connection settings. Goto Control Panel / Network and Sharing.. then select Manage network connections . Right mouse click on your wireless connection (the one you would normally use) and select Properties. Now, scroll down to Internet Protocol Version 4. Highlight this and select Properties. Now make sure the box is checked which says "obtain an IP address automatically" and the same further down under DNS settings. If this is not already set try this then restart and try to connect again. Tehn we can start to check other things ;p

If you are connecting via a wifi router, it is normal for your laptop to show a 192.* address, this is an internal one. The one I'm typing this on has one the same, though the router "holds" the external / outside world one. Check for connectivity to the outside world.
Click Start , then in the Run box type cmd and press enter. This should open a DOS type prompt (black window). In there type the following ping google.co.uk then press enter. If you have connectivity you "should" then see 4 or 5 lines of text, 4 of which will be similar to this " Reply from 216.239.59.104: bytes=32 time=43ms TTL=243 ". (your numbers wont exactly match mine, this is normal)This reply shows there is inward and outward communication taking place. If the values are 0 or an error message comes up make a note of this. Also, what happens when you open a webpage?

The outside world will see ur external IP, the 82.* one, that is fine. The router forwards your 192.* to the www. You can try a repair on your wifi connection if you still can't get a page to load etc.,but check the connectivity first as above ^
