I had this exact problem yesterday which happened with two or three MAC's. Finally found one that worked.

Also noticed that it seemed to happen when I didn't have enforce tftp bypass ticked.

ok got it working using my subbed mac but had to change tftp ip to 10.225.0.1 instead of using 10.137.103.8 like before
got the 10.255.0.1 from the status page of my haxorware

try trading macs and sniffing more, your subbed modem can handle dynamic configs as this is what there are intended for.

have now changed back to the mac address i was originally using and all is working fine
it would appear that they have changed the tftp ip address for my area
still get dynamic config but can force any of the usual 1's
